The co-principals of Clear Bell Solutions have over 25 years of combined experience in both clinical practice and health policy.

Chief Medical Officer | Co-Principal

Greg Barabell

MD | CPC, F-AAP

Board-certified physician and certified professional coder with over 15 years of experience in population health management, state Medicaid consultation, and managed care finance/operations.

As Chief Medical Officer of the largest Medicaid Managed Care Organization in South Carolina, Dr. Barabell oversaw an organization with over $1B annual revenue and 360,000 members statewide.

He is proudest of designing the Primary Care Access Program (PCAP), a South Carolina industry-first alternative payment model that catapulted Select Health’s traditional fee-for-service format to a system of sub-capitation and quality improvement metrics. Critical to its success was creation of a comprehensive PCP assignment algorithm that increased attribution accuracy by 9% and a provider-facing custom dashboard that reduced false-positives by 26%.

As the rise of pre-payment claim edits and post payment recoupments became the industry norm, Dr. Barabell realized that he needed to ensure the system treated network providers fairly and transparently. A “forever student”, he then became a self-taught clinical coder who’s certified by the American Academy of Professional Coders.

After 7 years of directing clinical operations of the Managed Care Organization, Dr. Barabell felt it was time to enact positive change from the outside by working directly with community, state, and federal healthcare systems. As a result, he founded Clear Bell Solutions to provide a unique service menu for protecting the bottom lines of healthcare organizations.

Chief Behavioral Health Officer | Co-Principal

Jodi Manz

MSW

Over a decade of experience in developing and implementing health care policy, her work has focused on a variety of behavioral health and Medicaid policy initiatives.

Prior to coming to Clear Bell, Jodi was a Director for Behavioral Health, Aging, and Disability at the National Academy for State Health Policy (NASHP), working directly with state leaders to design policy solutions to complex health care delivery challenges. In this role, Jodi led a team that analyzed trends in emerging policy across states, examining best practices and supporting state policy makers to implement change.

Jodi also served as Virginia’s Assistant Secretary of Health and Human Resources under two consecutive governors, gaining a deep understanding of state budgets, agency processes for policy development, and public payer programs. As Assistant Secretary, Jodi coordinated and led the state’s comprehensive opioid and substance use disorder response, using legislative, regulatory, and budgetary levers to address the overdose crisis across state agencies and secretariats. She also oversaw outreach and implementation efforts for Virginia’s federally facilitated health care marketplace as part of the state’s Affordable Care Act implementation.

With this background in state government and health policy analysis, she has worked across systems to transform opioid and substance use disorder policy, Medicaid payment approaches, and behavioral health system design. She has a Bachelor of Arts in Religious Studies and a Master of Social Work Administration, Planning, and Public Policy, both from Virginia Commonwealth University, and currently resides in Charleston, South Carolina.

She has been featured as a speaker for numerous state and national health care events and has provided subject matter expertise for national media outlets including NPR, CNN, Spectrum News, Stat News, and Healthline.
